This question gets asked a lot, generally with the assumption that you go to random bar, Japanese woman picks you up or you pick her up, you do stuff and then leave this does happen, but like it so much rarer in Tokyo than people think. Understand that there are many normal tourists here that goes to said places and also get picked up, not to mention ALTs (assistant language teachers) etc that live here that frequent these sorts of places. there are some chains that are known for hosting such things, generally prior to pandemic though, the British Pub shops called "HUB". They're around, but now days are a shadow of their former self and most have none present now. The easiest way to meet these sorts of people are often at local izakaya these days, and this will depend on where you are staying and knowing which izakaya attract this kind of talent.
